Abstract
Typically, the criminal justice system has responded to the increasing problems of drug abuse and violent crime by increasing the number of police officers, building more jails and prisons, implementing drug testing and intermediate sanctions programs, and imposing mandatory penalties. These strategies have contributed to the effort of mitigating the problems of drugs and violent crime, but many prosecutors believe that traditional criminal justice responses are not the only means of effectively addressing these problems. Prosecutors across the Nation are recognizing that their responsibility to promote public safety goes beyond convicting drug and violent crime offenders. Many prosecutors are doing more than merely processing criminal cases to empower communities, to prevent crime before it occurs, and to break the cycles of crime and addiction. These are the programs described in this document. The programs are presented by State. Following the program title, program information includes start- up date, annual budget/funding sources, purpose, target population/persons served per year, program description, and information on a contact person.
