Since 1985, New York City Victims Services has operated a court-based Supervised Visitation Program in cases where one parent contests a visitation request from the other parent.
Abstract
Through this program, initiated in Brooklyn, counselors could observe visits between noncustodial parents and children for six to 12 visits, and then report back to the judge who could then make a suitable ruling. Counselors helped clients assess whether the parents' behavior with the child was appropriate and worked with both parents to help them understand the effect their anger at each other had on the child. They also helped estranged parents reestablish a relationship with the child. Since its inception, the program has been expanded to the Bronx and to Queens. Interest in supervised visitation is increasing nationwide. The Senate version of the Crime Bill includes the Child Safety Act, which would establish Federal funding for such programs.
