This report presents background information and the action plan for a planning process in Multnomah County (Oreg.) to examine and reduce the disproportional commitment rate of minority juveniles, particularly black males, to Oregon's training schools and to broaden efforts to include a focus on the unmet needs of Southeast Asian youth and their families.
Abstract
The report includes the action plan for the African-American Youth Services Project, an analysis of commitment rates since 1988, and summaries of the services and funding of specific programs for serving African-American youths. Information is also provided regarding the staffing of specific programs and the methods used to solve specific problems. Further sections focus on the numbers of African-American youths served, the methods by which youths were interviewed for participation in programs, the effectiveness of various types of services, and areas in which improvements are needed. Objectives, activities, timetables, and performance measures for a program to reduce the disproportionate commitment rate of Southeast Asian youth to the State training school between April and June 1992 are also presented.
