This article describes techniques and programs police can use to address the increasing use and possession of firearms by juveniles.
Abstract
Lt. Wayne Torok of the Cleveland Police Department advises that police officers should not treat an armed juvenile any differently than an armed adult. They are just as dangerous, and customary procedures for the lawful use of force should apply. Sgt. Bruce Jacquez of the Los Angeles County Sheriff's Department says that the best weapon an officer has when confronting armed juveniles is to be aware of the surroundings, including observation of possible threats. Donald Hilbering of the Gang Investigation Unit of the Chicago Police Department argues for the use of reason and logic when an officer confronts a youth with a gun in his hand. While pointing his weapon at the youth, the officer should try to persuade him that there are things to live for and things to do. Chief Wesley Mitchell of the Los Angeles Unified School District Police Department recommends the establishment of areas of calm and safety for children in the school environment. A strong police presence around schools helps students to feel more secure, such that they do not believe they need a gun to protect themselves. San Diego has adopted a program for the schools called "Zero Tolerance" with reference to violence and the possession of guns in the schools. Each student signs a contract not to bring a gun to school or engage in violence. Those who violate this contract in any way are immediately expelled and face the possibility of being convicted and sentenced to incarceration.
