At 5.5 million, the number of notifiable offenses in 1993 was 1 percent lower than in 1992, the first calendar year fall since 1988. This decrease was due largely to a decline in property crimes in the fourth quarter of 1993. Overall, the clearance rate for offenses decreased from 26 percent in 1992 to 25 percent in 1993, representing 1.3 million crimes resolved in 1993. Five chapters provide statistics on offenders dealt with by a formal police caution or court proceedings and the use of various types of sentence or order. they also address the associated topics of the use of police bail and court remand. The number of "known" offenders (those found guilty or cautioned at all courts) decreased in 1993 by 6 percent to 1,736,600. The proportionate use of custody at the Crown Court for indictable offenses increased from 44 percent in 1992 to 49 percent in 1993, the highest rate since 1988.
