This booklet describes three correctional programs that have been effective in working with serious and violent juvenile offenders.
Abstract
The three programs represent different approaches. The first program described is an intensive probation in Wayne County (Detroit) Michigan that served as an alternative to the commitment of serious and chronic offenders in the State of Michigan. Many of these youths would have been incarcerated in one of the State's two large training school facilities or one of several large private youth correctional institutions with which the State contracts. The second program is designed for violent and chronic juvenile offenders who would otherwise be sentenced to Florida's adult prison system. The program is administered by the Associated Marine Institute (a respected private provider) and located in the Florida Everglades. The program has no fences, no locked doors, or lock-up units. The security is provided by the environment. The third program is a small, 30-bed, high- security treatment unit for violent and chronic juvenile offenders in Utah. The unit is a maximum-security facility located in an industrial part of Salt Lake City. The intention of presenting these programs is to inform policymakers, juvenile justice professionals, and the public at large that there are some promising options for chronic and violent juvenile offenders.
