In discussing ways to build community support to reduce underage access to alcohol, the booklet discusses community organizing, media use, public events, and advocacy. In proposing strategies to reduce underage access to alcohol in a community, one recommendation is that it should be illegal for individuals under age 21 to drive with any measurable amount of alcohol in their bodies. A second recommendation is that there should be a 5-cent-per-drink increase on the current Federal excise tax on all alcoholic beverages. Another recommendation is that all retail outlets and private individuals should be held liable for negligently providing alcohol to a minor. A fourth recommendation is that each television, radio, and cable operator that runs advertisements for alcoholic beverages should be required to provide equal time for counter advertisements about the health risks associated with alcohol consumption. Finally, local government officials and community coalitions should systematically assess youth access to alcohol in their communities and examine ways to reduce this access. A list of 26 resources
