Abstract
This guide deals specifically with programs which use a narcotic drug, usually methadone, as the primary element in a substitution treatment. The first section reviews the history of Federal and State involvement in narcotic treatment and describes methadone treatment, medications under study for narcotic treatment, and interim maintenance treatment. The second section details the approval and monitoring process, discussing applications, inspections, modifications, and program closings. 9 appendixes and 13 references
