It does not contain the technical coding and data- transmission requirements of NIBRS. A review of the development of the NIBRS notes that it is a redesign of the Uniform Crime Reports, which provides a nationwide view of crime based on the submission of crime information by law enforcement agencies throughout the Nation. The NIBRS is an incident-based reporting system, which means data are collected on each single crime occurrence. The NIBRS collects data on each incident and arrest within 22 offense categories composed of 46 specific crimes called Group A offenses. For each of the offenses coming to the attention of law enforcement agencies, various facts about the crime are collected. In addition to the Group A offenses, there are 11 Group B offense categories for which only arrest data are reported. After describing jurisdictional reporting rules and referrals from other agencies, this report presents definitions for Group A and Group B offenses, followed by a profile of NIBRS data submissions. The topics addressed under various types of data are then described. They include data on administration, offenses, property, victims, offenders, arrestees, and law enforcement officers killed or assaulted. The final two chapters discuss other Uniform Crime Reporting forms and statistical tools for decisionmaking. Appended offense "lookup" table
