This document contains data submission instructions for magnetic media, record layouts, and error handling procedures that must be followed when submitting data to the Federal Bureau of Investigation (FBI) for the National Incident-Based Reporting System (NIBRS).
Abstract
The instructions have been prepared for use by Federal, State, and local systems personnel, such as computer programmers and analysts, who are responsible for preparing magnetic media for submission to the FBI. The instructions cover functional data requirements, data flow, data linkages, and procedures for submitting zero reporting data and data on the number of law enforcement officers killed and assaulted. The first section of the document presents detailed data element descriptions for each field within record layouts. This section also explains record linkages, how to determine what records to submit, and software logic for determining whether complete or partial incident report data should be submitted. The second section includes condensed diagrams of format requirements for magnetic media submission to the FBI. The third section discusses procedures the FBI uses to address data submission errors and correction procedures that must be followed when NIBRS participants address errors detected by the FBI.
