This guide describes the implementation of a community- oriented policing program in Prince George's County, Maryland, which began in January 1991 with a grant from the U.S. Department of Justice, Bureau of Justice Assistance.
Abstract
After outlining the philosophy of the community-oriented policing program, which stresses problem-oriented strategies and accountability, the manual describes the program's organization into community-oriented squads, and operations in terms of beat management and general practices. The three subsequent chapters provide a "how-to" guide to implementing similar programs in other jurisdictions. The agency must build support from government leadership, within the community, and among police officers. Management preparation involves drafting an implementation plan, revising policies, selecting sites and scope for the program, preparing a budget, making personnel administration decisions, and securing government approval. Logistical preparations are discussed in terms of personnel selection, procurement, and training. 3 appendixes
