Prison overcrowding and associated problems were aggravated further by an influx of some 3,000 illegal immigrants from Vietnam who arrived in Hong Kong in June 1993. Some progress toward reducing prison overcrowding was made with the conversion of a Vietnamese detention center into a medium-security prison at the end of 1993. A second similar facility was to become operational in early 1994.
