This is the second of a two-part series on treatment of juveniles in the criminal justice system. This part focuses on solutions and strategies for dealing with juvenile crime. Both parts are based on testimony given by Mr. Wilson, Acting Administrator, Office of Juvenile Justice and Delinquency Prevention, before the House Subcommittee on Crime and Criminal Justice.
Abstract
The Office of Juvenile Justice and Delinquency Prevention has identified six key principles for preventing and reducing at-risk behavior and serious violent delinquency: (1) Strengthen families' efforts to provide guidance, discipline and sound values to their children; (2) Empower core social institutions to provide clear community values; (3) Promote prevention strategies that address risk factors and enhance protective factors; (4) Intervene immediately when delinquent behavior first occurs; (5) Establish a broad spectrum of graduated sanctions that provide accountability and a continuum of services that respond to juveniles' needs; (6) Identify and control the small segment of serious, violent and chronic juvenile offenders in order to ensure the public safety.
