This annual report discusses: a USSC overview; various sentencing guideline areas studied by working groups in anticipation of the 1993-94 amendment cycle and legal issues addressed by the courts that involved various guidelines including relevant conduct, vulnerable victim, obstruction of justice; departures from the guidelines based on aggravating and mitigating circumstances and offender characteristics; guideline training and education; a symposium on drugs and violence in America; and research conducted by the USSC. Ten figures and 77 tables are included. Subjects illustrated in the tables include, inter alia, downward and upward departure factors approved and disapproved by appellate courts; document submission rate by circuit and district courts; guideline defendants by circuit and district courts; race, gender, citizenship status, education and age of defendants by primary offense category; guideline application information; guidelines involved in issues appealed by defendants and by the government; and organizations sentenced pursuant to the antitrust guideline.
