This Central Office Facility Plan of the California Employment Development Department (EDD) is designed to determine the most effective approach to house the Employment Development Department's nonpublic contact functions in Sacramento County.
Abstract
This report examines the existing and future space needs of the administrative/support units, including those in the central office complex (HQ) and other non-public contact offices in Sacramento County. EDD currently has functions located throughout the Metropolitan Area. These functions are headquartered in State-owned facilities (the Central Office Complex) in the Capitol Area. In addition, the Department has functions in other State-owned buildings and in leased facilities throughout the Metropolitan Area. Staffing projections are used as the basis for calculating the long-range space needs of EDD. This report presents four project alternatives for meeting the EDD's future needs; a 10-year and 20-year space needs projection is given with each alternative. The EDD prefers to consolidate its facilities into one location and remain in the existing central office complex buildings. The primary rationale is to fulfill most efficiently the identified adjacency requirements for the divisions and branches of the department. Additional support for this rationale includes less operational disruption and moving costs, continued recognition of facilities downtown, and proximity to the Capitol. The alternative that provides for new facilities to meet expansion needs in a downtown location is the logical choice of the four alternatives.
