In 1992, the city of San Antonio, Texas, implemented a Youth Initiatives Program which aims to mobilize city and community resources in order to provide positive opportunities and activities for young people as alternatives to violence, gang affiliation, and juvenile crime.
Abstract
The city's total crime rate decreased by over 10 percent during both of the first two years of the program's operation. Juvenile victimization during nighttime curfew hours decreased by 42 percent in 1993 and by 32 percent in 1994. The number of youth reached through all the Youth Initiatives programs totalled over 240,000 both years, and overall juvenile arrests and victimization rates also decreased. For the third consecutive year, the City Council made youth its highest priority for increased funding and expanded services. This document includes a report on departmental programs, an executive summary of youth-related ordinances, a 3- year report on the nighttime youth curfew ordinance, a status report on the daylight youth curfew and graffiti and weapons ordinances, and initiatives for 1995. 26 appendixes
