This report presents statistics on traffic offenses recorded by the police in Scotland and processed in Scottish courts in 1992, as well as data regarding fixed penalty notices and other alternatives to prosecution.
Abstract
A total of 77,100 persons were prosecuted for 114,600 motor vehicle offenses in 1992. The use of conditional offers as an alternative to prosecution increased by 4 percent to 107,200, while offenses handled by the vehicle defect rectification scheme increased by 1 percent to 20,900. For 90 percent of the offenses prosecuted, the charge was proved or accepted. A fine was the most common penalty, imposed for 84 percent of the charges proved or accepted. In addition to the main penalty, 21 percent of the offenses resulted in disqualification of drivers, and another 43 percent resulted in an endorsement of the offender's license. Police and traffic wardens issued 513,600 fixed penalty notices. Seventy-five percent of these were for parking violations. The penalty was paid without further enforcement in 64 percent of the cases. Tables, figures, and appended methodological information
