The new Federal law, achieved largely through the efforts of municipal leaders, will provide three key sources of direct funding to cities and town for crime prevention and enforcement assistance. These sources of funding will include $8.8 billion for community policing, also known as the "Cops on the Beat" program; $1.6 billion for the Local Partnership Act; and $377 million for a new Crime Prevention Block Grant program. The first section of this guide provides information on the provisions in the new law which provide direct assistance to local government, including authorized funding levels, eligible uses of the Federal funds, the application process, and restrictions on how grants may be used. The guide also describes how local governments can apply through States for certain grants, and outlines details of nongrant programs and programs affecting cities and towns (i.e., rural drug enforcement grants, violent offender incarceration grants).
