The introductory chapter discusses effectiveness measures specific to each component of the criminal justice system that are used here, as well as the tracking analysis methodology. For each component, the report presents a discussion of issues, findings, and recommendations. In terms of law enforcement, the report covers the sheriff's department and city law enforcement agencies in the county. The second section deals with the pretrial release function, important in a county where the proportion of pretrial to sentenced inmates in custody has more than doubled in recent years, adding to the problem of jail overcrowding. The trial stage involves the courts, prosecution, and defense. The section on community corrections addresses issues related to probation and parole supervision, restitution center/intensive custodial home supervision, community service, volunteer and public information coordination, computer information and management studies, and asset forfeiture. The final two sections cover corrections and special issues (a criminal justice data processing system and substance abuse problems among inmates). 16 tables and 3 appendixes
