Responses came from 240 of the 454 agencies. The responses were grouped into Rural, combined semi-rural small-town suburban areas, city, London, and Metropolitan. Results revealed a wide variety of views. Some local agencies discriminate against ex-offenders who present themselves as homeless. However, the needs of ex-offenders and their subsequent vulnerability at least matches those of any other vulnerable group. In addition, housing agencies have a legal duty to provide suitable accommodations for ex-offenders. Changing attitudes and the use of general discretion in this area should relieve the burden currently placed on the voluntary and probation services to resettle those leaving prison.
