This report highlights activities of the Georgia State Board of Pardon and Paroles during fiscal year 1994.
Abstract
Following the chairman's letter, mission statement, statement of responsibilities, and list of board members, the report discusses the agency's internal organization and parole officer qualifications and workload. In 1994, the Board granted fewer releases than the previous year, marking the third consecutive annual decrease, denied clemency in two death cases, expanded its contact with crime victims, and required child sex offenders to register with authorities. In addition, the Board phased in a classification/case management system, increased the use of electronic monitoring of offenders, and investigated the case of a man who was eventually found to have been wrongly convicted. This report answers some commonly asked questions about parole, outlines parole decision guidelines, discusses victim and program services, and summarizes rules for consideration of life sentence inmates. The Board is nearing completion of a strategic plan for the agency's future. 20 figures
