A representative of the Justice Department provides an overview and status report of the Justice System Improvement Act agencies. This is followed by the testimony of the executive director and chairman of the Minnesota Crime Control Planning Board. He addresses the subcommittee on the issue of deferrals on spending monies to implement the Federal Juvenile Justice Act through the Office of Juvenile Justice and Delinquency Prevention. Minnesota currently has 20 projects that operate on Juvenile Justice money. The chairman of the Minnesota Crime Control Planning Board argues that delays or deferrals in the awarding of Federal money for these projects will threaten their existence. Testimony is also provided by the chairperson of the Juvenile Justice Subcommittee, National Association of Counties, Criminal Justice and Public Safety Steering Committee. She testifies on the direct impact in the Nation's counties of an abrupt cutoff of funding for the Office of Juvenile Justice and Delinquency Prevention. Other witnesses represent the Volunteer Emergency Care Program in Richmond, Va., and the National Youth Work Alliance. They both testify about the importance of Federal funding for their work with youth.
