Abstract
This manual, with applications for small, medium and large police services, identifies and documents ideas, strategies and models put in place by police to respond to race relations. It shows police chiefs and program managers the kind of people, structures, and policies that need to be in place before a race relations dimension can be integrated into policing. It argues that an organizational strategy needs to be created that addresses race relations from the top to the bottom and from the bottom to the top. This strategy should include a race relations policy; the recruitment and hiring of ethnic and visible minorities; a training program that instructs officers in methods to deal with diversity; community outreach initiatives; and an action plan. The benefits of a community-oriented policing approach are listed. Key steps for change are provided as are steps for responding to minority youth and women in cases of wife assault. Resources and contacts are provided.
