This application kit provides information on the Drug Court Grant program as described in the Violent Crime Control and Law Enforcement Act of 1994, Title V, and in regulations published by the Department of Justice.
Abstract
In fiscal year 1995, the U.S. Justice Department has been appropriated $29 million for this discretionary grant program. Programs funded under this Title will target nonviolent offenders and involve early and continuing judicial supervision over nonviolent substance-abusing offenders. It will also involve the integrated administration of other sanctions and services in any program. Such programs must include mandatory periodic drug testing during any period of supervised release; substance abuse treatment for each participant; diversion, probation, or other supervised release that involves the possibility of prosecution based on noncompliance with program requirements; and programmatic, offender management, and aftercare services. This manual provides information on eligible applicants, evaluation, planning grants, implementation grants, and improvement and enhancement grants. Application and administrative requirements are also presented. Appended forms and instructions
