The Illinois program, PreStart, which separates the surveillance and supervision functions of parole from the functions of providing integrated social services, was evaluated with respect to issues of policy development and the first phase of program implementation.
Abstract
The Illinois Department of Corrections implemented the program in the summer of 1991. The evaluation used a variety of data sources to discover that PreStart was developed in a turbulent policy setting, that the reform resulted form longstanding disenchantment with existing parole structures, and that a severe budget crisis was the precipitating factor that determined the timing of PreStart's establishment. Although pragmatic concerns drove much of the process, the program also reflects changing correctional philosophies in the State. The implementation process was hampered was hampered by inadequate resources in the form of personnel, instructional materials, and physical space, as well as weak communication patterns and inadequate personnel training. Nevertheless, many bona fide Phase I programs were offered. Implementation at community correctional centers was generally much weaker than at correctional institutions. Finally, a survey of criminal justice and social service agencies revealed both support for the program and concern that it does not adequately provide for public protection. Findings indicated the need for several specific changes and improvements. Recommendations, tables, footnotes, and 56 references
