This report profiles youth custody in Canada for 1993-94 and summarizes trends in custodial dispositions between 1986-87 and 1993-94.
Abstract
Caseload data from all youth courts in Canada have been collected through the Youth Court Survey in collaboration with provincial and territorial government departments responsible for youth courts. The report also examines the caseload of young offenders held in custody and on probation across Canada. Data on young offender corrections in Canada were taken from the Corrections Key Indicator Report for Adults and Young Offenders. The report is divided into two sections: custodial dispositions ordered in youth courts and young persons actually in custodial facilities. Data show that in 1993-94 the average daily count of youths in custodial facilities across Canada was 4,921, an increase of 5 percent over 1992-93. Open or secure custodial dispositions were ordered in one-third of all youth court cases resulting in convictions across Canada. Of those youths held in custody, 39 percent were held in secure custody, 43 percent in open custody, and 18 percent were on remand. The proportion of cases receiving custodial dispositions varied across jurisdictions, ranging from 43 percent in Prince Edward Island to 26 percent in Manitoba. In 1993-94, males accounted for 90 percent of all youths sentenced to secure custody and 87 percent of youths sentenced to open custody. 4 figures and 4 tables
