Abstract
The Comprehensive Alcohol and Substance Abuse Treatment Program (CASAT) consists of three phases: (1) participation in an Alcohol and Substance Abuse Correctional Treatment Center, (2) the Community Reintegration Phase, and (3) the Aftercare Phase. By September 30, 1994, eight treatment annexes were in operation. A total of 6,529 participants successfully completed Phase I and moved to Community Reintegration between April 1991 and September 30, 1994. During the same period, 1,946 successful completers of Community Reintegration were released to parole supervision. On September 30, 1994, a total of 408 inmates approved for CASAT were waiting for an available slot. In February 1993, a relapse program was initiated for CASAT participants who failed in community reintegration due to drug abuse. Tables, figures, and map
