Standards contained in this manual, developed by the American Correctional Association, provide a national framework for presenting the needs and concerns of electronic monitoring services and programs to public officials, corrections administrators, legislators, funding agencies, and the general public.
Abstract
The standards set high levels of compliance for agencies seeking to augment or upgrade their electronic monitoring services and programs. The standards are organized in four parts: (1) administration and management (general administration, fiscal management, personnel, training and staff development, case records, and information systems and research); (2) physical plant (building and safety codes); (3) program operations (supervision, safety and emergency procedures, and rules and discipline); and (4) program services (reception and orientation, classification, and release). The accreditation process outlined in the manual provides for public accountability through independent performance verification. Appendixes contain guidelines for contracting electronic monitoring services and additional information on the accreditation of electronic monitoring services and programs.
