In 1994, the governor signed a bill authorizing a 500-bed super-maximum-security prison to house the State's most dangerous prisoners and to provide inmates with incentives to get involved in programs that will keep them out of prison. The legislation also increased the number of inmates eligible for boot camps, expanded the number eligible to serve part of their sentence through electronic monitoring, and allowed more inmates to reduce their time served by participating in education, drug treatment, and jobs programs. Inmate health costs were cut when the State contracted with a minority-owned firm to provide health care to inmates at three downstate facilities. Other programs had to be trimmed in order to comply with the one percent budget cut approved by the State General Assembly. The report describes the functions carried out by various Departmental offices and the activities at correctional facilities across the State.
