This report provides general information on the organization and functions of the HEUNI (European Institute for Crime Prevention and Control), along with HEUNI activities for 1994.
Abstract
HEUNI, which is affiliated with the United Nations, has the primary mission of promoting the international exchange of information on crime prevention and control among European countries. Some of the key ways in which HEUNI seeks to achieve its objective are the organization of European seminars and expert group meetings on crime and criminal justice issues of relevance to the European countries, the conduct of research, and the collection and dissemination of information on matters within its competence. In the collection and dissemination of information, HEUNI aims to serve as a clearinghouse in identifying, for interested governments, institutions, and individual experts, sources of information on recent developments in crime, criminal justice, and criminal policy throughout Europe. HEUNI's 1994 activities have been dominated by three sectors: assistance in the long-term work on increasing the effectiveness of the United Nations Crime Prevention and Criminal Justice Program; assistance to the countries in transition in Central and Eastern Europe in responding to the challenges of crime and the reform of criminal justice; and assistance in the preparations for the Ninth United Nations Congress. Expert meetings, reports, and related activities during 1994 pertained to national and transnational crime, economic crime, and the role of the criminal law in the protection of the environment; crime prevention in urban areas, as well as juvenile and violent crime; and management and administration of criminal justice. Information is also provided on the collection and dissemination of information, the scholarship program, participation in international meetings, and organization and financing. The 1995 work program and budget are also projected in this report.
