A variety of surveys, some introduced recently, have greatly improved the possibilities for providing an overview of crime trends, offenders, victims and victim services, crime prevention measures, and sentencing in the Netherlands in recent years.
Abstract
National victimization surveys conducted since 1974 have recently been augmented with additional victimization surveys, offender studies, and the Police Monitor survey. The results have revealed that after a sharp increase in crime in the 1970's and first half of the 80's, the total amount of reported crime has tended to stabilize. However, the increase in petty crime is not yet over. Bicycle theft is the main crime problem. Considerable material damage results from crime. Crime is largely concentrated in the four most urbanized regions of the country. Young people are victimized more often than older people. Young males account for a high percentage of the crime. Most households take preventive measures against burglary, although bicyclists and automobile owners take fewer such measures. The private security industry grew rapidly during the 1980's and continues to grow in the 1990's. Although the use of incarceration has increased in recent years, it is still low in comparison with neighboring countries. Community service for juveniles and adults has been imposed more often in recent years. Victim services have also increased, through a national network consisting of 72 agencies. Photographs
