The Colorado Department of Corrections has established a Youth Offender System (YOS) which targets youth felons convicted of Class 3-6 felonies involving the use or threat of use of a deadly weapon.
Abstract
The program is aimed at breaking down gang affiliations and negative peer influence by instilling a respect for others and emphasizing the value of work and self-discipline. This document describes the YOS in terms of target population, intake elements, and physical regimentation. The YOS Redirection Program consists of three phases, including intensive residential program, graduated reentry, and intensely supervised community release. YOS program interventions include mental health screening, gang education, group counseling, relapse prevention, skills education, and drug testing and education, as well as vocational and educational programs. This document also covers YOS program evaluation, medical services, staffing, procedures for transition to parole, and transfer procedures.
