The specific goals of Genesis were to reduce costs, reduce the negative effects of overcrowding, provide effective staff and inmate management, and exert a positive effect on inmates' lives. Both inmates and staff rated the Genesis program very favorably, with the former believing they would be able to get a job upon their release and stay out of jail. The facility was viewed by inmates and staff as being very safe, clean, and cost-effective. Aspects of the Genesis environment which were seen as stressful for inmates included noise, lighting, and lack of privacy. Other inmate concerns involved food, temperature control, and access of medical services. While staff morale was high, the correctional officers did complain about the lack of physical facilities for staff and the inadequacy of their interpersonal communication training. 1 appendix
