This article examines problem oriented policing and specific techniques that have been effective in resolving problems in Fresno, CA.
Abstract
In concept, Problem Oriented Policing (POP) focuses on the underlying causes and conditions that lead to increases in police calls for service. It expands the role of a police officer from that of law enforcer and mediator to problem-solver and facilitator. The Fresno Police Department adopted POP in September 1992. A sergeant and 10 officers were assigned to begin addressing chronic and recurring problems at specific target locations and other POP officers gathered data to find patterns of crime and disorder. When specific trouble spots were identified, the POP team developed strategic plans to deal with the problems, which included cleaning up a business district overrun by prostitutes and drug dealers and closing a crack house being run in an abandoned residence. The four strategies critical to the success of POP in Fresno are: (1) Non-conventional Tactics; (2) Community Involvement; (3) Planned Development; and (4) Public/Private Partnerships.
