Vermont has enacted legislation that creates the Criminal Information Center (CIC) and that deals with information security and privacy, access to public records, the dissemination of criminal history record information, the security of computerized criminal information systems, juvenile records, the expungement and sealing of criminal records, and criminal information reporting requirements.
Abstract
The CIC is the official repository for all criminal records in Vermont, and it cooperates with other State departments and agencies, police departments, sheriffs, and Federal and international law enforcement agencies. Rules and regulations governing CIC operations concern criminal history record information collection and dissemination, the security of computerized criminal information systems, record access and appeal, juvenile records, criminal record expungement and sealing, reporting requirements, and investigative reports. Records include offense, arrest, arraignment, and disposition reports, as well as photographs, fingerprints, and probation and parole reports. The criminal history record includes all documentation representing an individual's contact with Vermont's criminal justice system. Legislation provides guidelines for disseminating criminal history record information to both criminal justice and noncriminal justice agencies and individuals. Additionally, legislative provisions address the security of computerized information systems, record access and appeal, juvenile record confidentiality, reporting requirements, and investigative reports.
