This Senate hearing focused on the first-year progress of the President's first national drug control strategy, which was issued on September 5, 1989.
Abstract
Following opening statements by several senators, two major city police chiefs, drug treatment program directors, and others presented information and opinions regarding drug abuse, drug prevention and treatment, and the national drug policy. They noted the harm that drugs cause in individuals and communities, the drug law enforcement efforts focusing on the full spectrum of drug trafficking, the problem of drug- related crime, and the benefits of interagency cooperation in efforts to address drug problems. They also focused on drug prevention programs and the need for effective treatment for pregnant drug abusers and others. They noted that the national drug strategy has provided an enhanced sense of purpose and cooperation among different levels of government, promoted enforcement and eradication programs in countries supplying drugs, generated public awareness of the problem and its consequences.
