In October 1991, the U.S. House of Representatives Select Committee on Narcotics Abuse and Control held a hearing reviewing current Federal drug abuse program and policies.
Abstract
The first statement, from the U.S. General Accounting Office, discusses the drug abuse treatment services supported by the Alcohol, Drug Abuse, and Mental Health Services (ADMS) block grant. The Committee heard from the chair of the National Commission on Acquired Immune Deficiency Syndrome. Other speakers described programs operated by the New York State Division of Substance Abuse Services, and the efforts of the Office of Treatment Improvement's efforts to combat the twin epidemics of substance abuse and HIV infection, and to achieve expansion and quality improvement of the Nation's treatment capacity. 1 appendix
