The code considers domestic assault to be a crime that requires aggressive and thorough intervention. Where the custody of a child is an issue, the code assures that the child's safety and wellbeing is of paramount concern. It also identifies ways that each community can coordinate efforts to identify, protect, treat, and intervene when domestic or family violence occurs. The model code was developed by the National Council of Juvenile and Family Court Judges with the assistance of an advisory committee composed of judges, prosecutors, defense attorneys, matrimonial attorneys, battered women's advocates, health care professionals, law enforcement personnel, legislators, educators, and others. Individual sections present definitions, criminal penalties and procedures, civil orders for protection, family and children, and prevention and treatment.
