The National and Community Service Act of 1993 establishes a Corporation for National Service, enhances opportunities for national service, and provides national service educational awards to persons who participate in such service. The bill is based upon the finding that throughout the United States, there are pressing unmet human, educational, environmental, and public safety needs. In authorizing a structure and incentives for volunteer community service, public safety needs can be met without displacing existing workers. The bill provides for a full-time, youth corps program or full-time summer youth corps program that will enlist youth in useful service projects with visible public benefits. The corps will focus on recruiting disadvantaged youth who need to develop skills, attitudes, and behaviors that will give positive directions for their futures. The bill also encourages the development of a professional corps program that recruits and places qualified participants in positions of community service, including policing.
