The report notes that serious crime in Odessa fell by 21 percent between 1993 and 1994 and by 45.5 percent between 1994 and 1994. The Inspectional Services Unit documented 25 personnel complaints, down from 14 percent in 1993 and down from 66 percent in 1991. The Patrol Services Bureau initiated the 10-hour deployment plan in 1994, and patrol officers responded to 101,881 police incidents; 57 percent were dispatched and 42 percent were field-generated by police officers themselves. The Traffic Division investigated 3,347 accidents in 1994, an increase of less than 1 percent over 1993. The Traffic Division also investigated 885 hit and run accidents in 1994, a 9 percent decrease from 1993. The K-9 Unit responded to 1,949 calls, made or assisted in 183 arrests, conducted 98 searches, and spent 1,046 hours in training. The Criminal Investigations Bureau was assigned 1,726 cases involving crimes against persons for followup. The Metro Homicide Unit investigated nine city and four county homicides, while the Midessa Metro Auto Theft Task Force provided investigative and technical support to 30 law enforcement agencies in 17 counties. The Special Investigations Division seized over $1 million in illicit drugs and filed for $276,701 in asset seizures.
