To this end, the DOC recognizes that the provision of timely and accurate information is important so that the public is aware of issues facing the DOC. In addition, the DOC attempts to be sensitive to the economic, social, and political environment in which it operates and to respect the dignity of individuals. The DOC operates on the basis of four policy guidelines: (1) identify those served and meet their expectations; (2) involve correctional employees at all levels in problem-solving and decisionmaking; (3) enable correctional employees to change and succeed through appropriate education and training; and (4) improve correctional processes. Issues facing the DOC are described, including Federal court orders, correctional facility capacities, violent crime control, offender management planning, conditional release, inmate privileges and benefits, sexually violent offenders, victim notification, postrelease supervision, parole violations, community corrections (juvenile), capital punishment, and correctional staff recruitment and retention. Data on offender population trends are provided that concern admissions and releases, offender characteristics, offender programs and services, community corrections, and correctional industries.
