This booklet on prison administration in Japan encompasses a general outline of the prison system, basic schemes for inmate treatment, prison living conditions, the daily lives of inmates, and order and discipline in prisons.
Abstract
In Japanese prisons the same staff perform the roles associated with security and treatment. Prison officers do not carry weapons. The staff trust and rely upon inmates to maintain the order of prison life. Treatment is individualized according to each inmate's needs, characteristics, and socio-environmental problems. From the time of admission, inmates receive assessments that are the bases for the evolution of treatment plans. Inmates are classified into groups to facilitate appropriate interventions. Japanese law has not been updated to encompass such important issues as the rights of inmates or the delineation of the power of prison authorities. Efforts are underway to remedy this through the Penal Institution Bill, which will shortly be submitted to the Diet.
