ISP provides an alternative to incarceration for offenders who pose a risk too high for regular probation or parole. Offenders are placed in the ISP under the authority of either the Parole Board or a court. Enrollment of an offender in the program follows verification of eligibility and acceptance by the Division of Parole and Probation. The Parole Board may identify offenders for ISP who require more supervision and accountability than is provided under regular parole. A court may sentence an offender to ISP as a condition of probation or modify conditions of a probation violator to include ISP conditions when recommended by the supervising officer. Risk is determined by the offender's history of criminal, social, educational, and employment activities, as well as psychological and emotional stability. Screening by a probation/parole officer determines whether an offender is eligible for the program. The supervising officer coordinates the referrals, services, and surveillance appropriate for the needs and risk of each offender. ISP components may include drug/alcohol testing, drug treatment, psychological/psychiatric treatment, community service, fines, and restitution. Other controls and deterrent measures are electronic monitoring, home detention, curfew requirements, residential halfway house placement, day reporting, community service, and administrative fees for program costs.
