This manual provides an overview of North Dakota's Community Confinement Program (CCP), followed by detailed sections on program goals, objectives, and operational procedures.
Abstract
CCP's are intermediate sanctions used in lieu of incarceration in the State penitentiary. Examples of CCP are county correctional facilities, halfway houses, or home confinement. The use of electronic monitoring, community services, treatment programs, and intensive staff supervision are integral components of the CCP. There are three levels of placement, termed high risk, medium risk, and low risk. Risk to society determines at which level offenders are placed. The CCP targets low-risk and medium-risk offenders who can appropriately and economically make retribution and receive services in the community, as well as higher risk offenders who are near release and can benefit from a structured program of reintegration into the community. The maximum length of stay in the program is 120 days. During this time, offenders can earn privileges, and their programs may become less structured. In addition to specifying eligibility criteria, selection procedures, and goals and objectives, this manual also indicates factors in consideration for disciplinary hearings, emergency notification procedures, and the measurement of performance.
