This paper examines the common concept underlying the law enforcement models of community policing, problemsolving policing, and value-oriented policing, namely the importance of citizen input and participation in the policing process.
Abstract
Some of the issues discussed here include the importance of community and citizen support for the police, the police role and police work, the citizen's role, and ways to gain citizen support. The paper outlines a four-stage systems model of police productivity and outlines different forms of community and citizen involvement, including group problemsolving, community-based deployment strategies, and increased police accountability. Another section discusses the role of private security in the police-citizen relationship. Some basic steps toward procuring support for the police include establishing police community relations units, citizen advisory committees, neighborhood liaison groups, public education programs, civic groups, and the media. 19 references and 2 figures
