The Department is charged with providing care and treatment services to youths who are classified as delinquent, child in need of supervision (CINS), or predelinquent. Over the past few years, the Department has undertaken many initiatives. These include creating a continuum of services for juveniles; developing residential mental health service for seriously emotionally disturbed youth; promoting awareness of female offender issues; addressing detention reform; developing a 10-year facilities master plan; integrating various components of the juvenile justice system; gaining access to alternative sources of funding; and introducing concepts of Total Quality Management to the Department. The four stated goals of the Department are to promote stability and relatedness in the client population, assure quality programming, maximize the use of existing resources, and recognize employees as the Department's most valuable resource.
