This case study examines the Cincinnati, Ohio, Police Division's response to a major antiabortion demonstration that was held in December 1988 at a local Planned Parenthood clinic.
Abstract
This report describes the environment in which the demonstration took place; the organization of the Cincinnati Police Division; police planning for the event, including contingency planning and tactical decisionmaking; and constraints in the planning process, including media relations, avoidance of pain compliance, noncriminality of activists, limited jail space, and limited intelligence information. The report also describes the aftermath of the police operation and subsequent arrests in terms of how the courts handled the cases and how the Police Division planned for future antiabortion demonstrations. 7 appendixes
