Considerable debate has prevailed in Northern Ireland between those advocating the welfare model of dealing with juvenile delinquents and those favoring the justice model.
Abstract
Advocates of the welfare model say any failure of the model is due to inadequate funding for teachers, psychologists, and welfare workers and too little emphasis on preventive work and long-term support for juvenile delinquents. On the other hand, advocates of the justice model claim it is time to insist that young people accept responsibility for their actions and receive their just deserts. The effectiveness of the welfare model versus the justice model is discussed in a series of articles that look at secure juvenile units, serious juvenile offenders, persistent juvenile offenders, boot camps, heredity criminal behavior, the juvenile court and the New Children Order in Northern Ireland, the link between drugs and crime, and the effect of unemployment on criminal activity. 1 figure
