An analysis was conducted to assess screening patterns and to identify probationers that met SAFP criteria in Dallas, Harris, Tarrant, Bexar, and Travis Counties. The analysis also focused on the demand for parole intermediate sanctions and relapse program bed capacity. Population analysis showed that SAFP probation admission pressure exceeded program intakes and that the intake shortfall created a backlog of offenders awaiting transfer to SAFP facilities. It was determined that the existing backlog in county jails awaiting transfer to SAFP facilities would start decreasing in December 1994 and be completely eliminated by September 1995 and that the program capacity after that time should meet projected demand. Results indicated a need for 7,200 SAFP program beds by fiscal year 1996; this capacity will allow more than 11,000 offenders to be treated in the SAFP program. 6 figures and 2 tables
