Official statistics and a qualitative assessment of the attitudes, opinions, and perceptions of Kansas correctional personnel and offenders formed the basis of an analysis of possible justifications for amending the provisions of the State's 1993 Sentencing Guidelines Act pertaining to the period of postrelease supervision and the 90-day period of revocation.
Abstract
The study was prompted by the increasing number of offenders returned to prison as violators of conditions of release and the comments from parole and correctional facility staff that offenders subject to no more than 90 days of incarceration for violating release conditions present greater management problems than others. The analysis focused on the characteristics and management problems of condition violators and other offenders. Data are presented regarding five groups of offenders released between 1992 and 1994, disciplinary issues during incarceration, staff perceptions and recommendations expressed during focus groups, and the opinions of 22 offenders who were interviewed.
